GENERAL DESCRIPTION

 

Durham County Emergency Management provides leadership in prevention, preparedness, response, recovery, and mitigation activities through partnerships with local, state, federal, and private stakeholders to develop resilient government operations and enhance public safety, property conservation and protection of the environment.

 

RESPONSIBILITIES

 

The work performed includes responsible work planning and training for the mitigation, preparedness, response and recovery of, man-made, technological, and/or natural emergencies and disasters.  Heavy focus will be placed on technical hazards, primarily facilities with Hazardous Materials, and training internal and external stakeholders on the risks facilities pose. Work is performed under direction of the Emergency Management Division Chief.

 

Although there is an emergency response component to this position, the primary work focus is planning and whole community coordination. Examples of work include Tier II coordination with reporting facilities, LEPC support, teaching/training responders and business professionals, scheduling and supporting exercises, large/complex Hazmat incident support, and EOC staffing.  This position is also responsible for general Emergency Management work and support.  The Hazmat Planner will be part of the mandatory 24 hour on-call rotation schedule.

 

KNOWLEDGE, SKILLS AND ABILITIES

 

  • Knowledge of federal, state, and local emergency management policies, procedures, laws, and operations; 
  • Knowledge of EPCRA legislation, E-Plan, and functions of an LEPC;
  • Knowledge of computers, software applications, and the use of Social Media in Emergency Management operations; 
  • Knowledge of governmental structures and resources; 
  • Knowledge of Emergency Management organization, planning, and supervising; 
  • Understanding of the Robert T. Stafford Act as it relates to response and recovery operations
  • Demonstrated leadership abilities;
  • Ability to communicate effectively, orally and in writing; 
  • Ability to make sound decisions based on good situational awareness; 
  • Ability to motivate others; 
  • Ability to deal tactfully with whole community stakeholders to establish and maintain effective relationships; 
  • Ability to operate under physically and mentally stressful emergency situations for prolonged periods of time; and
  • Ability to compile and interpret statistical data, facts and associated recommendations.
  • Must be available for call-back during significant emergencies and disasters

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

 

Requires an Associate’s Degree in Emergency Management, Homeland Security, or Public Administration and three years of experience in emergency services or an equivalent combination of education and experience.  

 

SPECIAL REQUIREMENTS

 

Possession of a valid Class C driver’s license issued by the State of North Carolina, with an acceptable driving record.  Must obtain an Associate Emergency Manager (AEM) certification from the International Association of Emergency Managers or the North Carolina Emergency Management Association within two years of employment.
