RESPONSIBILITIES:

 

Provides professional, administrative and technical services in providing free, open, honest, and professionally managed election services to the citizens of Durham County; supervises staff; performs other related duties as assigned. 

 

Position is responsible for the adequate oversight and execution of the following areas under the supervision of the Director and Deputy Director of Elections:

  • Absentee-By- Mail Voting
  • Campaign Finance
  • Purchasing and Contracts
  • Records Maintenance
  • Public Records
  • General Supervision
  • Other Administrative Tasks

KNOWLEDGE, SKILLS, ABILITIES:

 

  • Knowledge of Federal, State and County laws and procedures pertaining to elections and election records
  • Knowledge of State Election Information Management System (SEIMS) rules and procedures
  • Thorough knowledge of office management techniques including the ability to organize work flow and coordinate activities
  • Extensive computer skills, ability to explain election law and procedures
  • Skill in providing public information and customer service
  • Ability to follow instructions and comply with established chain of command
  • Ability to function under pressure and meet deadlines
  • Ability to work extensive hours during election periods
  • Ability to modify and update training manuals and forms and to educate employees and temporary workers regarding changes in laws and procedures
  • Ability to establish and maintain effective working relationships with citizens, State Board of Elections staff, the media, elected officials, candidates, political party officials, political action committee officials and other boards of elections
  • Ability to communicate and articulate ideas clearly and accurately in person and in writing

REQUIREMENTS:

 

Any combination of education and experience equivalent to a Bachelor's degree with three years of experience in elections, election information systems or auditing, which includes two (2) years of supervisory experience.  

SPECIAL REQUIREMENT:

 

Must complete precinct worker and chief judge training within one year of employment.  Must enroll in and pass all courses required to earn North Carolina certification as a Certified Elections Administrator within four years of employment. Must be physically able to lift election tabulators and supplies up to forty pounds.  

PREFERRED:

 

Elections administration experience in a county board office and strong computer skills.
