RESPONSIBILITIES:

 

  • Performs physical organization and staging of Board of Elections facilities
  • Performs contract execution and monitoring related to logistical operations
  • Establishes requirements and facilitates orders of departmental supplies; procures election supplies and materials within established deadlines and rules
  • Prepares, organizes and issues each precinct and each precinct worker all required supplies and materials; conducts pick up, turn in, and inventory of all election supplies
  • Secures the use of polling places; studies demographics and statistics, ADA compliance, parking, security, access, space, and geography in choosing polling locations; negotiates costs and agreements with polling places; presents polling place packets to the director and board for final approval; maintains applicable documentation
  • Maintains the Board of Elections’ offsite storage location; establishes and maintains a system to deliver election supplies (ex. voting booths, ballot boxes, optical scanning machines, etc.) from offsite storage for each election; assures safekeeping and appropriate/legal destruction of expired election ballots and paperwork
  • Assists with ensuring all communication equipment is tested, inspected and repaired or replaced prior to each election and that all polling locations and the Board of Elections office are properly equipped
  • Provides quality customer service to the public and all Board of Elections stakeholders
  • Maintains all applicable inventory; ensures the maintenance and accuracy of databases related to inventory and general logistical management
  • Works with software applications; entering and maintaining inventory of elections supplies and equipment; creating documents for chain of custody as well as delivery manifests
  • Performs other duties as assigned

Work is performed under the general supervision of higher level elections officials.  Supervision may be exercised over assigned temporary elections staff.

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

  • Knowledge of North Carolina statues and Board of Elections guidelines governing the elections process and of the state election information management system (SEIMS) software
  • Knowledge of additional elections software applications
  • Knowledge of supply chain management and physical organization principles
  • Thorough knowledge of the operation of optical scanners and other types of voting equipment
  • Working knowledge of administrative principles and practices
  • Strong attention to detail and data accuracy
  • Skill in the use of personal computers and software such as Word, Excel, and Access
  • Thorough understanding of procurement and financial rules and regulations
  • Ability to work collaboratively and individually
  • Ability to work extensive hours during election periods
  • Ability to coordinate with other staff and precinct workers
  • Ability to communicate ideas clearly and concisely, both orally and in writing and to establish and maintain effective working relationships with County officials, co-workers, and the public
  • Ability to prepare and present chain of custody and manifest documents consistent with the highest industry standards

REQUIREMENTS:

 

Any combination of education and experience equivalent to an Associates degree in business administration, office administration, or related field and two years in logistics or supply chain management. 

SPECIAL REQUIREMENT:

 

Must complete precinct worker and chief judge training within one year of employment. Must enroll and pass all required courses to earn North Carolina certification as a Certified Elections Administrator within four years of employment.  Must be physically able to lift supplies up to forty pounds. 

PREFERRED:

 

Intermediate experience with design and maintenance of databases in Microsoft Access and Excel software. Bachelor's degree strongly perferred. Computer skills strongly preferred.
